Do periods always get lighter before stopping?

Just wondering.

Assume a peri menopausal person was taking HRT on a cyclical regime, as the person got closer to menopause would the progesterone withdrawal bleeds get lighter and lighter like natural periods are supposed to near menopause?

Or do they tend to stay the same?

It varies.  Never been on HRT.  Mine waxed and waned: sometimes a proper bleed, other times a light show.  Throughout my menstruating years my periods were heavy, clotty and painful.  I was pleased to get what I thought of as 'normal' bleeds  ::).  I would miss a few months then have a few with about 22 days between each. 

Some have heavier bleeds than previously.

No guarantee of anything. I found when it was an hrt induced bleed they were lighter and shorter than when my body was contributing.
