Thyroid question

I would be very appreciative for any advice on Thyroid levels. My TSH is within the range range but my free T4 is borderline low (13 against a 11.5-22 range) and I have all of the symptoms of an under active thyroid (and gettting more so) but seem to be within range - my free T4 was tested 6 months ago and exactly the same result.  my GP has now referred me to an endocrinologist but just wondered if anyone else has experienced similar issues and how it was dealt with. My inflammation markers are also high (at the top of the range) and I'm retaining water all over but especially my legs, which is really painful.    I had thought it was the usual meno hell but I'm beginning to wonder  - no other circulation or cardiac issues
