Is it possible to have high estrogen but still get flushes?

Makes sence lol getting all my questions ready for consultant got the anxiety under 
 control is making things much clearer. All I was ever asked was are you still getting flushes need to go higher. Thought 4 mg was a bit high but was still flushing
