It's because they know some women only have discomfort or can tolerate the level of pain so the approach seems to be, do it and see as they can get through more patients that way.

CLKD:
There is a necessity for more staff as well as oxygen on stand by during a GA.  Hopefully the more women become aware that GA should be available, issues will improve.
